WHAT THIS TRACKS — AND WHY IT'S MUNICIPAL

MSA Safety's fire segment — self-contained breathing apparatus (SCBA), Globe turnout gear, Cairns helmets — is sold overwhelmingly to cities, counties and fire districts, not the federal government. So this page is rebuilt around the municipal channel: where fire tenders live, who supplies them, and how dominant MSA's channel is versus competitors. (Detection is out of scope here.)

Federal contracts — the easy-to-measure slice — are kept as supporting evidence further down, where the SCBA replacement cycle is still cleanly visible.

HONEST CAVEAT ON THIS DATA

These are transaction counts, deliberately not a dollar total: open-data "amount" columns are inconsistent across jurisdictions (line-item vs. running-balance), so a summed dollar figure would be unreliable. Raw counts are also concentrated — the top 3 jurisdictions (led by Richmond, VA's highly itemized payment register) are ~ of MSA transactions — which is exactly why we lead with jurisdiction breadth (how many places MSA's channel wins) rather than the headline ratio. Dealers are multi-brand (they also carry some competitor lines), so the MSA channel is an upper bound on pure-MSA volume. The only dollars shown are a conservative MSA-direct floor () from a few datasets with reliable line-item amounts.

WHY THIS MATTERS TO THE THESIS

MSA holds direct cooperative contracts on Sourcewell, HGACBuy and GSA, plus indirect reach on OMNIA & NASPO ValuePoint through distributor Safeware. A large share of municipal SCBA/turnout is bought this way — bypassing competitive bidding entirely. That is exactly why competitive-bid data understates true MSA demand, and why a competitor rarely gets a look-in once a department is buying off MSA's co-op contract.

THE ACCESS REALITY (FOR "WHO BID / WHO LOST")

The market has consolidated into ~4 networks (SOVRA, Euna, OpenGov, PlanetBids). Open solicitations are largely public, but structured award/bid-tabulation data is walled off for free, automated collection: PlanetBids sits behind an AWS WAF CAPTCHA, Bonfire's robots.txt disallows all crawling, and BidNet explicitly bans Anthropic/Claude agents. The clean "who-bid-and-lost" record realistically requires targeted public-records (FOIA) requests to specific fire departments, or paid aggregators (GovSpend / GovWin). This is itself a finding for scoping the next phase.

FEMA AFG — the demand engine behind SCBA
Assistance to Firefighters Grants: federal money paid to fire departments to buy equipment — prominently SCBA. The funded demand pool MSA captures locally.
WHY THIS MATTERS

Departments fund SCBA largely with AFG grants. Regulations bar running gear more than two NFPA generations old — and grant money can't be spent on it either — so each standard cycle forces a re-buy. MSA doesn't receive these grants (departments do); this is the federal fuel that gets spent, locally, on MSA G1 SCBA.

HOW THIS WAS BUILT

Scope. MSA fire segment only (SCBA, turnout, helmets). Detection & other non-fire lines excluded per mandate.

Municipal channel. Automated sweep of government open-data (Socrata) award & PO datasets for fire-product terms (SCBA, turnout, bunker gear) and vendor names — MSA, its authorized dealers (Witmer, MES, Casco, MacQueen, Vogelpohl, Ten-8, Firematic, Sentinel, Sunbelt), and competitors (Scott/Air-Pak, Dräger, LION, Morning Pride, Fire-Dex). Look-alikes and non-fire MSA lines (body armor, gas detection) are filtered out. We report transaction counts (robust); dollar totals are intentionally avoided because open-data amount columns are inconsistent.

Federal fire. USAspending.gov prime contract awards, filtered to the fire segment via product (PSC) / industry (NAICS) / description. Competition fields from FPDS.

Known limits. Dealers are multi-brand; cooperative & distributor sales are under-attributed; bid-tabulation "who-lost" data is not freely harvestable (FOIA/paid only). True MSA demand is larger than anything shown here. Reproduce via collect_municipal.py, collect_federal.py, collect_afg.py, build_site.py.
